Construction company Casais recruits workers from Guinea-Bissau to reinforce operations in Portugal

One of the priorities for the next four years, according to the Government Program, delivered this Friday to the Assembly of the Republic, is "regulated and integrated immigration". In this way, "a short-term temporary title will be created that allows the legal entry into Portugal of immigrants with the objective of looking for a job". To facilitate the integration process, there will also be the "Working in Portugal" program with a "One Stop Shop for Professional Mobility", which facilitates entry, stay and work in the national territory.

At a time when Europe is facing a new refugee crisis, resulting from the war in Ukraine, the Government intends to strengthen integration programs with "the active participation of institutions and local authorities". This will be possible with "the creation of grants for the availability of reception, with support from European funds and a budget program to support the inclusion of refugees".

Obtaining visas and residence permits should be simplified and streamlined, through the evolution "to a one-stop shop" that deals only with these processes. The objective is to reduce "the complexity of existing titles, procedures, deadlines and the number of contacts with the Administration".

Municipalities must play an important role in welcoming immigrants. Taking into account the contribution to the territories, the Executive wants to expand the democratic participation of foreigners in Portugal, namely in municipal elections, where they must exercise their right to vote. "Signing to that effect, whenever necessary, international treaties of reciprocity", reads the document.

The places that "suffered migratory shocks", due to the sudden increase or loss of population, will benefit from a Demographic Emergency instrument. While Portuguese or Portuguese descendants residing abroad will continue to be encouraged to return to Portugal through the Regressar Programme. "Creating and extending specific support for themselves and their families, namely in housing, education, social protection and priority access to active employment and training policies", explains the Government.
